Yes, this would be very nice. I can commend http://www.demobereich.de - a very cheap svn and trac hosting provider. They do not have a public repository for now, but they answer the feedback comments really fast.

For sure! I will definitely be creating a place to submit and download community created pods and themes, as soon as anyone creates one!!
